Is this funded by the NDIS?
No, iPads and Tablets are not considered a NDIS Support as they are not disability specific and considered an every day item.
In the NDIS Guide - 'List of supports that are not NDIS Supports' under 'Lifestyle related', the NDIS specifies:
"Internet devices (such as modems and routers), land line phones, mobile phones (including smart phones), mobile phone accessories, tablets, and sim cards."
If you have already had an iPad approved and paid for through your NDIS plan as a replacement support, cases and protective accessories such as screen protectors do not need to go through the replacement support approval process. These can be funded through your consumables budget.

In certain situations, the NDIS may fund tablet devices or smart phones (such as iPhones) as Replacement Supports meaning you can replace an exisiting support or supports in your plan.
